Dubai Municipality and Dubai Courts signed a cooperation agreement to create Citizens’ Home Construction Dispute Resolution Center at Al Manara Center, which is part of Dubai Municipality.
The deal seeks to enhance the legal and regulatory environment for housing projects, as well as provide integrated government services that improve quality of life and respond to citizens’ needs with speed and efficiency. The new center will settle disputes resulting from home-building contracts between citizens and contractors, establishing a constructive legal climate that supports family and social stability, project sustainability, and protection of rights for all parties involved.
The initiative reflects the commitment of both entities to institutional integration and the delivery of holistic services that increase customer satisfaction and reinforce public trust in government systems.
His Excellency Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said: “This collaboration with Dubai Courts to establish the Citizens’ Home Construction Dispute Resolution Center marks an important step in strengthening Dubai’s housing ecosystem and ensuring its sustainability.
The center will oversee interactions between citizens, contractors, and consultants to provide the greatest level of family comfort and stability. It is an extension of Dubai Municipality’s vision to achieve the vision of our wise leadership in making citizens’ lives dignified and easy, while strengthening institutional collaboration to provide integrated services that enhance the quality of life and ensure sustainable development.
His Excellency Prof. Saif Ghanem Al Suwaidi, Director General of Dubai Courts, stated: “The Citizens’ Home Construction Dispute Resolution Center is a qualitative leap towards building legal services for housing projects. It is a demonstration of Dubai Courts’ dedication to increasing judicial efficiency and offering innovative solutions that bring justice in a flexible and fast manner, according to our vision for attaining leadership and judicial excellence in a global city.”
He further stated: “The centre, in partnership with Dubai Municipality, will create a comprehensive setting for dispute resolution, shortening litigation time, lightening the court burden, and speeding up access to just solutions that protect the interests of all parties. This project serves as a model of inter-agency collaboration in serving society and demonstrates our determination to provide quality, sustainable judicial services.
Dubai Municipality shall offer technical and logistical assistance to facilitate operations, such as engineering support to aid judicial services and minimize litigation timelines. Dubai Courts will set up and run the centre at the highest judicial and administrative levels, guaranteeing effective resolution of disputes and the implementation of innovative solutions that increase citizen satisfaction.
Al Manara Centre was chosen as the location for the new centre because it is in the heart of the city, making court services readily accessible to the largest number of citizens. The centre will also have a distinct experience by having services from local and federal government agencies under one building.
The Citizens’ Home Construction Dispute Resolution Center serves as a model for government integration, strengthening citizens’ trust in the legal and executive processes related to housing.
