In his role as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, issued Decree No. (36) of 2025 amending the name of the “Mohammed Bin Rashid Al Maktoum Charity and Humanitarian Establishment” (MBRCH) to the “Mohammed Bin Rashid Al Maktoum Charitable Establishment”.
Pursuant to the Decree, the “Mohammed Bin Rashid Al Maktoum Charity and Humanitarian Establishment”, which was created by Decree No. (13) of 1997 and its amendments as a non-profit organization in the public interest, shall be from now on referred to as the “Mohammed Bin Rashid Al Maktoum Charitable Establishment”.
The Mohammed Bin Rashid Al Maktoum Charitable Establishment, which is led by His Highness Sheikh Mohammed bin Rashid Al Maktoum and supervised by its Supreme Chairman, operates in harmony with competent government authorities and international organisations as necessary. The Establishment conducts charitable and humanitarian programs and activities, such as setting up, operating, or funding projects and centers within and outside the UAE in different areas including development activities, culture, social welfare, education, health, religion, and other connected fields, as per the Board of Trustees’ prescribed directions.
According to the Decree, the “Mohammed Bin Rashid Al Maktoum Charitable Establishment” also funds health programs, such as the prevention of disease and access to medication, and offers cash aid and assistance to needy patients. It also provides assistance to students, teachers, and schools in the UAE as well as outside the country, and helps needy families with low incomes or urgent financial requirements, thereby generating social stability. The Foundation also coordinates and responds to relief activities, bringing necessary assistance to the victims of disasters or crises both nationally and internationally.
According to the Decree, the Establishment is governed by legislation and policies implemented by The Islamic Affairs and Charitable Activities Department in Dubai and the Community Development Authority in Dubai and by their regulations and policies, subject to these not contradicting provisions of this decree. This includes, in particular, Law No. (12) of 2017 regulating non-profit organisations in Dubai, Decree No. (9) of 2015 on fundraising in Dubai, Decree No. (9) of 2022 subjecting public interest entities created by legislations issued by the Ruler of Dubai, to the regulatory supervision and control of Dubai’s Community Development Authority, and Executive Council Resolution No. (26) of 2013 pertaining to charitable associations, Quran memorisation centres, and Islamic institutions in Dubai.
This Decree supersedes Decree No. (13) of 1997 forming the MBRCH, as well as its amendments.
Decree No. (49) of 2023 regulating the Supreme Chairman of the MBRCH and Resolution No. (29) of 2023 regulating the re-formation of the Board of Trustees of the Establishment shall continue to be in force. Decisions made under Decree No. (13) of 1997 shall remain effective to the extent that they are not in contradiction of Decree No. (36) of 2025, until new decisions are made to substitute for them.
