Sultan Al Malik: The Security Control and Command Division sets a pioneering model in smart enforcement, applying safety and compliance standards around the clock across free zones  

The Ports, Customs and Free Zone Corporation (PCFC) has made record-breaking results in smart traffic enforcement in the first half of 2025, recording a record 401% rise in violations processed from Q1, with response intensity reaching 60.4%. This is a landmark testimony to a paradigm shift in institutional security effectiveness.  

Speaking on the accomplishment, Sultan Al Malik, Head of Security Department at the PCFC, stated: “This expansion was not just numerically, but an embodiment of an all-encompassing strategic vision that made smart enforcement a reality touchable by everybody involved and on behalf of our clients.

The second half of the current year’s results demonstrate the success of blending smart systems with field operations, setting the stage for more accurate and proactive enforcement.” 

Al Malik also reiterated that the statistics released by the Security Control and Command Division reflect a direct indication of an encompassing corporate plan founded on cutting-edge technology, multi-agency collaboration, and foretelling analysis.

He said that the Division has effectively transitioned from a model of reactive response to one based on proactive intelligence, and it is now a regional model for embracing best practices in integrated smart enforcement.  

He added: “The Security Control and Command Division serves as a pioneering model of smart enforcement, relying on advanced technologies and analytics to ensure seamless traffic flow and compliance within free zones under the Corporation’s supervision.

Operating 24/7, the Division applies data-driven decision-making and sustainable management practices to uphold the highest safety, environmental, and security standards”.  

In the first half of 2025, the Division disposed of 1,971 traffic-related offenses that include abandoned vehicle cases, improper disposal of waste, and improper use of land. Of these, 992 were cleared successfully and environmental response was 100% within 48 to 72 hours of report, with no critical incidents.  

As far as strategic management of backlog cases is concerned, the total number of active cases as of the end of H1 stood at 651 cases (39.6% of the total). Three broad categories were formed to facilitate prioritized action: Category 1: Violations related to containers (287 cases), which is expected to be brought down by 50% in 90 days. Category 2: Unmarked trailers (198 cases), for which a fast-track system has been initiated. Category 3: Signage and infrastructure (166 cases), handled through a root cause audit-driven solution for sustainable outcomes.  

Forwarding to the second half of 2025, the Control and Command Division has developed a strategic plan with four major thrusts, Intensive 90-day Clearance Campaign, which will cut the cases piled up by 50% through specialized task forces, speeded-up legal proceedings, and bi-weekly performance monitoring.

Second is Centralized Dashboard integration; in the consolidated operations center, to provide real-time oversight using live incident maps, coordinated response via automation, and immediate performance tracking. Third is Thorough Audit of Infrastructure and Digital Signage to chronicle gaps, correct shortcomings, and remediate repeated violation triggers. The final one is Development of Predictive Intelligence Infrastructure to set up an advanced database and test algorithms in readiness for proactive enforcement capacity by 2026.
